Atglen Borough Real Estate, Per Capita & Earned Income Tax

REAL ESTATE TAXES

The property owner receives three real estate tax bills per year.  The Atglen Borough and Chester County bills are typically mailed in late January or February of each year.  The Octorara Area School District bill is mailed in July.


The Borough and County’s Real Estate Tax Collector is the Chester County Treasurer’s Office. For the payment of these bills you can pay online at the Chester County Treasurer online payment page or you can pay in-person at the local branch of the designated bank. Read the payment instructions which are printed on the bill to obtain bank locations and additional information. Questions regarding the County and Borough bills should be directed to the Chester County Treasurer at 610.344-6370.  


PER CAPITA TAX

The per capita bill is mailed to the resident in April by Berkheimer Tax Innovations.  To pay your bill online go to visit the Berkheimer Online Payment page.  All questions can be directed to Berkheimer at 610.588.5765.


EARNED INCOME TAX

This is a tax withdrawn by your employer as one of the deductions in the processing of your paycheck.   Your employer forwards the tax payment to the Lancaster County Tax Bureau, the Borough’s Earned Income Tax Collector.  The Borough assesses .5% tax.  Octorara Area School District assesses the same rate bringing the total tax rate to 1%.   There is an annual reconciliation report that must be completed.  For the annual reconciliation report, for self-employed individuals, and for general questions call 717.569.4521 or visit the LCTCB website.

Atglen Public Library holds about 11,000 titles of popular materials for adults, young adults, and children, including books, movies, and magazines. The public computing center features two Windows-based PCs with internet access. Bring your mobile device to access free WiFi and print directly from your device. They also offer print, copy, fax, and scan services. Their membership in the Chester County Library System gives you access to over a million titles, and you can pick them all up here in Atglen.

Borough Meeting Schedule

Borough Council meets on the first Monday of each month at 7pm at Borough Hall, 120 Main Street, with the following exceptions for Year 2025: Due to the Labor Day holiday, the September meeting will be held on September 8. Due to the Thanksgiving holiday the December meeting will be held on December 8. Meetings are public and everyone is welcome to attend and participate.


Park & Recreation Commission meetings are held on the third Thursday of the month at 7pm at the Borough Hall, 120 Main Street.  These meetings are held on an "as needed basis".  Please contact the Borough office to see if a meeting is scheduled for any given month.

Burning

Burning in Atglen Borough is prohibited with a few exceptions.  One of the exceptions is you may have an open fire for recreational purposes when it complies with the  Fire Pit Regulations. A Borough issued permit is required for recreational burning. Click here for the Permit ApplicationThere is no cost for this permit and it must be renewed annually. 


Dog Ordinance and Dog License

When your dog is outside the boundaries of your home the dog must be leashed at all times.  The dog cannot run at large.  The Borough’s Ordinance and State legislation activates if the dog is running at large.  State fines start at $500 per violation.  


The Borough’s Ordinance requires you to pick up your dog’s waste when on public or private property, other than the dog owner’s property.  When walking your dog bring with you bags to allow for easy clean up.  


Your dog cannot incessantly bark where it impacts the neighborhood.  Loud repetitive barking disturbs the peace and presents an annoyance to your neighbors.

Christiana Volunteer Fire Company

The Christiana Fire Company serves Atglen Borough. They are a volunteer organization dependent on fundraising and donations from the community. The Fire Company hosts many events throughout the year. How to Pay Sewer/Trash & Water Bills

Sewer/Trash and Water Payments


Online Payment Option:  Use the Online Bill Payment link found on our homepage. There is no fee if you pay by e-check using your banking information. A convenience fee applies for credit & debit card payments as well as all other forms of payments. Payment options include e-check, credit card, Venmo, Apple Pay and Google Pay. You may also sign up for paperless billing, autopay and recurring payments. 


Checks: Make checks payable to ATGLEN BOROUGH and mail to Atglen Borough, PO Box 250, Atglen, PA  19310 or place in the drop box located on the Main Street side of Borough Hall. During business hours you are also welcome to come in and drop off your payment.


Household Hazardous Waste Collection Events
The Chester County Solid Waste Authority (CCSWA) website has information regarding disposal of Hazardous Waste.  Click here for Hazardous Household Waste Events schedule. These events are free to Chester County residents. 

School District

Selling Your Property? - A Utility Certification is Required

If you are selling your home a utility certification must be obtained from the Borough. The certification provides a final water, sewer and trash balance due which will be paid at settlement. There is a $45.00 fee. Please click here for the Certification Process.

Utility Bill Schedule, Late Payments & Disconnection of Service

Bills are issued quarterly on the first day of the month and are due by the last day of the month.


Sewer and Trash bills are issued the first day of the month in March, June, September and December in the amount of $314.00. ($104.00 for Trash and Recycling Service and $210.00 for Sewer).


Water bills are issued in January, April, July and October and the bill is based on your actual water consumption. There is a minimum charge of $80.00 for 5000 gallons or less; every 1000 gallons over the 5000 gallon minimum is $12.00. There is a Water Capital Improvement Fee of $10.00 per quarter. An Atglen Borough public works employee will read your meter remotely.


Sewer/Trash and Water Bills may be paid: 


1) Online Payment Option: E-check and Credit Card payments are accepted through our online payment system. There is no charge when paying by E-check, however a convenience fee will be charged for all other payment types. Other options include Apple Pay, Google Pay or Venmo. You may also sign up for paperless billing, autopay and recurring payments.

) Check: Mail to Atglen Borough at PO Box 250, Atglen, PA 19310, place in the drop box located to the right of the front door of Atglen Borough Hall or stop in Borough Hall, 120 Main Street, during regular business hours. Please make checks payable to “Atglen Borough”.

 

Late Penalties

Bills will be issued on the schedule stated above, if you do not receive your bill, it is your responsibility to contact the Borough office. Bills must be paid by the due date in order to avoid late penalties. A 10% penalty is added 30 days after the bill is issued. A $10 penalty is added 45 days after the bill is issued. If your bill is not paid within 60 days of issue your property will be posted for upcoming water service discontinuation and a $35.00 property posting charge will be added to your account. A first class letter will also be sent to your mailing address. A certified letter may also be sent to your mailing address and a $10.00 fee will be added to your account. There will be no further communication prior to disconnection of service. If full payment is not received by the date stated on the posted shut off notice, your water service will be discontinued and a $70.00 disconnection/restoration of service fee will be added to your account. 



Discontinuation of Service

Water service is subject to shut off 60 days after the bill is issued (for both Water and Sewer/Trash Bills). On the 61st day after a bill is issued we will begin the process to shut off water service. If you have any questions, please contact the Borough office at 610.593.6854.

Vacation House Check

Going on vacation? Complete the Vacation Parkesburg Police House Check Request form to let the Parkesburg Police know, and they will do a house check while you are away.
