Borough Meeting Schedule

Borough Council meets on the first Monday of each month at 7:00 p.m at Borough Hall, 120 Main Street, with the following exceptions for Year 2024:

Due to the New Year's Day holiday the January meeting will be held on January 2. Due to the Labor Day holiday, the September meeting will be held on September 9 . 

Everyone is welcome to attend and participate.


Park & Recreation Commission meetings are held on the third Wednesday of the month at 7:00 p.m. at the Borough Hall, 120 Main Street.  These meetings are held on an "As Needed Basis."  Please call the Borough office to see if a meeting is scheduled for any given month.

Bulk Trash

One large bulk item per week is permitted. Bulk item has a weight limit of 60 pounds and 4 feet in length, small items ie: wood or twigs must be bundled, bundles may not exceed the previously stated limitations. No cement, tires, paint, batteries or appliances with freon can be put out for collection.

Dog Ordinance and Dog License

Dogs are prohibited from running at large.  The dog must be under the control of its owner or agent.  If outside your yard leash the dog. 
We require the curbing of your dog - pooper scooper law. 
Loud and repetitive barking for more than 15 minutes where neighbors are disturbed is prohibited.
Dog License
All dogs three months of age or older must be licensed.
The license is issued by the Chester County Treasurer's Office.

Household Hazardous Waste Collection Events

Click here for the household hazardous waste collection events and a list of Acceptable and Unacceptable Items.

Examples of household hazardous waste are oil based paint, pesticides, antifreeze, and lawn chemicals.  These events are free to Chester County residents.  There is a limit of 25 gallons and/or 220 pounds per household per event.

Atglen Public Library

The Atglen Public Library is located at 121 Main St., Atglen, PA; Telephone # 610.593.6848.

Incorporated in 1945 by community-minded residents, Atglen Public Library is growing with the community. In addition to books, the Library has a growing DVD collection. The Library offers copy, fax and wireless internet services, and a public computer center with four public-use PCs on a high-speed fiber optic network.

There are several areas for tutoring, meetings, and just hanging out.

The Library is a member of the Chester County Library System, enabling cardholders to check out and return materials to any member library, borrow books world-wide with inter-library loan, and manage their accounts online or by telephone. A system–wide online catalog makes material searches and requests easy from the comfort of home.

Atglen Borough Real Estate Taxes

   Please Note:  Municipal (Borough) Real EstateTaxes are being collected by the Chester County Treasurer, 610.344.6370,  www.chesco.org/Treasurer.

  • The Borough's 2024 property tax rate is 6.5 mills.
  • Checks are payable to the CHESTER COUNTY TREASURER
  • Remittance as of the date received or postmarked by the U.S. Postal Service will determine if the discount, face, or penalty is applied to the payment.
  • Mailing Payment - Include in the envelope the tax invoice. 
    Mail Payments to: Chester County Treasurer, c/o DNB First, PO Box 470, Downingtown, PA  19335-0470.  To obtain a receipt as proof of payment, insert in the payment envelope the entire tax invoice (top and bottom stubs) along with a self-addressed, stamped envelope.  You will receive back the top stub with "PAID" marked on it. 
  • Pay In Person, DNB First Bank: Bring with you the entire tax invoice (top and bottom stubs).  The teller will mark the top stub "Paid" and return it to you.  Click here for a list of DNB First Locations
  • The Borough Real Estate Tax bills are mailed in February.

Other Tax information

  Atglen Borough Per Capita Taxes - Issued by and payable to Berkheimer Tax Administrator (toll free - 1.866.227.4716, online at www.hab-inc.com).

  • Taxes are issued on April 1st.
  • The discounted amount may be paid until May 31st.
  • From June 1st through July 31st the Face amount is due
  • After July 31st, the Penalty amount is due. 

  Wage (Earned Income) Tax -1.0% Combined tax rate for Octorara School District (.5%) and Atglen Borough (.5%). Questions- refer to the Lancaster County Tax Collection Bureau (1.717.569.4521 or online at www.lctcb.org)  You can  file your taxes on-line.  

  Octorara School Tax - Based on Millage - contact the Octorara School Tax Office at 610.593.8212 for the current rate and payment instructions. School taxes are issued in July.

  Chester County Tax - Mailed in February. 

Recycling

Effective on January 7, 2015 Atglen Borough began curbside collection of single stream recycling . All recycled material can be mixed together in the recycling container provided by A.J. Blosenski Inc. The 64 gallon container has an attached lid and is on wheels for easier handling.  Recycling will be picked up on Wednesday the same day as your trash.  There will be two collection trucks - one for trash and one for recycling; they will come by at different times.  Place your trash and your recycling containers out for curbside service. 

Do not put a liner in the can - it is recommended to rinse food containers prior to recycling. 

What IS Collected at Curbside - Recycled Material?

  • All plastic containers from #1 through #7
  • Glass bottles and jars
  • Aluminum & Metal Cans
  • Newspaper
  • Mixed Paper
  • Mail (we recommend shredding personal mail prior to recycling)
  • Cardboard - break down and cut up the cardboard packaging to fit into the recycling container.

What is NOT Eligible - Not Recycled Materials?

  • Household trash
  • Plastic shopping bags or plastic food wrap. 
  • Styrofoam or any other form of foam packaging (including meat/produce trays and egg cartons).
  • Scrap metal
  • Disposable diapers

Trash Collection

Trash collection is every Wednesday, early in the morning – it is best to place your trash on the curb the evening before. Each residence has been issued one large "toter". The maximum allowable trash collection for each residence is the toter and one bulk item per week (one additional bag may be used in place of your one bulk item.). The bulk item has a weight limit of 60 pounds and 4 feet in length, small items ie: wood or twigs must be bundled, bundles may not exceed the previously stated limitations. Please limit bulk items to items from your own home.

These items cannot be put out for collection: Construction Materials, Cement, tires, oil based paint, batteries, appliances with freon, electronics (E-waste) including TV's, computers, printers, etc.    See Household Hazardous Waste and Electronic Waste disposal information listed above for disposal of these items. 

Latex paint must be dried, either by opening the can and allowing it to dry out or by mixing kitty litter or sawdust into it to absorb the paint prior to placing it out for regular collection.  

Utility Bill Schedule, Late Payments & Disconnection of Service

 

Water, Sewer/Trash Bill Schedule for Atglen Borough

Bills are issued on the first day of the month based on
the schedule listed below and are due within 30 days.

  • Sewer and Trash bills are issued the first day of the month every March, June, September and December in the amount of $86.00 for Residential Trash Service and Curbside Recycling and $210.00 for Sewer.
  • Water bills are issued the first day of the month every January, April, July and October and the bill is based on your actual water consumption. There is a minimum charge of $80.00 for 5000 gallons or less; every 1000 gallons over the 5000 gallon minimum is $12.00. There is a Water Capital Improvement Fee of $10.00 per quarter. A meter reader will check your meter from the outside read pad; you are responsible for keeping that area clear of obstacles and vegetation to allow for easy access.
  • Sewer/Trash and Water Bills may be paid by:
  1. Mailing payment directly to the Borough address – P O Box 250, Atglen, PA 19310.
  2. Dropping your payment into the lock box located to the right of the front door of Atglen Borough Hall (Main St. side) or stopping in Borough Hall (120 Main Street) during regular business hours.
  • Please make checks payable to “Atglen Borough”.
  • Online Payment Option: E-check and Credit Card payments are accepted by logging onto www.atglen.org and clicking the “Click to Pay Now” link on our home page. There is no charge when paying by E-check, however a convenience fee will be charged for all other payment types. You may also sign up for paperless billing, autopay and recurring payments. 
  • Bills will be issued on the schedule stated above, if you do not receive your bill, it is your responsibility to contact the Borough office for the amount due. Bills must be paid by the due date in order to avoid late penalties.
  • Late Penalties
  • 10% penalty is added 30 days after the bill is issued.
  • $10.00 penalty is added 45 days after the bill is issued.
  • Discontinuation of Service Process

Water Service is subject to discontinuation 60 days after the bill is issued (for both Water and Sewer/Trash Bills).

On the 61st day after a bill is issued (if multiple accounts are unpaid - this process applies to each account)

  • Your property will be posted for impending service discontinuation and a $35.00 property posting charge will be added to your account. A first class letter will also be sent to your mailing address.
  • A certified letter may be sent to your mailing address and a $10.00 fee will be added to your account.
  • If full payment is not received by the date stated on the posted shut off notice, your water service will be discontinued and a $70.00 disconnection/restoration of service fee will be added to your account.
  • There will be no further communication prior to disconnection of service.

Chmailboxecks: Make the check payble to ATGLEN BOROUGH and mail to Atglen Borough, PO Box 250, Atglen, PA  19310 or place in the dropbox located on the Main Street side of Borough Hall. During business hours you are also welcome to come in and drop off your payment. 

 

 

On-Line Payment Option:  Use the secure On-Line Bill Payment link found to the right on our homepage (www.atglen.org). There is no fee if you pay using your pay by e-check. A convenience fee applies for credit card payments as well as all other forms of payments. Payment options include e-check, credit card, Venmo, Apple Pay and Google Pay. You may also sign up for paperless billing, autopay and recurring payments. 

 

 

 

 

Where to Vote

The Polling Place for Atglen Borough is the Penningtonville Presbyterian Church, 406 Main Street. Voter Registration forms are available in the Borough office.
